The political and administrative leadership of the Knysna Local Municipality has collapsed following the arrests of former mayor Thando Matika, acting municipal manager Boy Ngubo, and acting chief financial officer Busisiwe Lubelwana on corruption charges.
The South African Police Service (SAPS) Political Killings Task Team executed the arrests on Thursday, October 1, 2026, following allegations that the officials solicited hundreds of thousands of rands in kickbacks from a businessman to protect a R68-million municipal security services contract. The trio remains in custody and is expected to appear in the Knysna Magistrate’s Court on Monday, October 5, 2026.
Service Delivery Collapse
The high-profile arrests cap off a period of severe operational failure under the governing coalition. Over the past two years, Knysna’s financial performance has regressed drastically, leaving the town commercially insolvent and dependent on neighbouring towns for basic functions. Residents have endured extreme service delivery failures, including weeks without clean drinking water, widespread pothole infestation, uncollected refuse, and overflowing sewage. The Auditor-General previously issued a qualified audit opinion for the municipality, citing weak financial controls and widespread governance failures.
How the Coalition Took Power
The embattled government first took control of the 21-seat council in August 2022 through a sudden political realignment. Following the 2021 local government elections, the Democratic Alliance (DA) initially formed a minority government alongside the Knysna Independent Movement (KIM). However, the power dynamic shifted entirely when the Patriotic Alliance (PA) defected from the DA-led block.
By pooling votes, the ANC, PA, EFF, and Plaaslike Besorgde Inwoners (PBI) successfully executed a motion of no confidence to oust the DA leadership. Controlling a narrow 11-seat majority, this coalition established an ANC-led administration. Critics and opposition parties noted that the coalition’s first order of business upon taking office was restructuring the municipal organogram to accommodate political patronage appointments.
The arrests leave the municipality without a political head just one month before the next local government elections, compounding a broader regional crisis marked by the August assassination of another former ANC mayor, Aubrey Tsengwa.
